...or at least have some way of proportional conversions eg: JPG 25%, 50% 75% 90% compression

Could you please clarify what you meant under "compression" - image quality, image size in pixels, or image size in megabytes?

P.S. Obviously, you can specify JPG image quality under JPG settings and image size in percent of original under resize setting in Image Converter Plus, if this was your question.
